Built to delivercomplex civil packages

Flomar Civil brings people, owned plant and project controls together across power, water, substations, renewable energy, data centres, transport and defence infrastructure.

A permanent team built around delivery

Since 2017, Flomar has delivered high-voltage, utility, rail and renewable-energy civil packages with tier-one contractors, alliances and NSW network operators across NSW and the ACT.

The delivery history covers 214 completed projects since January 2017. The total is current as at July 2026.

Flomar reported approximately 2,006,400 hours worked with zero lost-time injuries as at July 2026.

Flomar develops a permanent core team, backed by owned plant and direct labour. Crews, supervisors and project controls work within the same delivery system from planning through to close-out.

That model brings crews, plant and project controls together around the package, with one delivery team coordinating the work from mobilisation to close-out.

That scope lands across power; water, wastewater & drainage; transmission substations & switching stations; renewable energy; data centres; roads & motorways; rail; airports; defence - see the sectors we work in.

Our people

Denis Finnegan, Director at Flomar Civil

Denis Finnegan

Director

Read biography of Denis Finnegan

Denis Finnegan grew up on a family farm in County Kerry, Ireland, working alongside his father. Those early years taught him the value of hard work and of looking after the people around you, and both still shape how he leads Flomar today.

As Director, Denis brings more than 20 years' experience delivering complex civil infrastructure across New South Wales, with deep expertise in bulk earthworks, power distribution, substations, telecommunications, ITS and mixed utilities. He stays closely involved in the projects Flomar delivers, giving trusted guidance to project teams and making sure the right resources are in the right place.

Denis puts his people first. He always has time to pick up the phone to anyone who calls, and he firmly believes that if you do right by your people, they will do right by you. He also sets the standard that runs through the whole company: we are only as good as our last project.

Together with CEO Sam Norrish, Denis has built a responsive, flexible business that can scale up resources or bring in new skill sets quickly as client needs and site conditions change.

Outside work, Denis enjoys fishing with his son Jack and swimming with his daughter Maggie.

He works closely with project and office teams to remove pain points, act on feedback and keep the business running efficiently as it grows.

Sam and Director Denis Finnegan share a clear view of how construction works in practice. Priorities shift with latent conditions, changing client requirements and program pressures, so Flomar is built to be fluid and responsive, able to scale up resources or bring in different skill sets quickly.

Outside the boardroom, Sam enjoys trail running, ocean swimming, playing tennis with his wife Mandy.

Despite having one of the larger dashboards in the company, Adam always makes time to train and develop his colleagues, taking care to explain the 'why' behind the 'what'.

Somehow he also finds time to complete further postgraduate study after work, and to play a very active role in the lives of his children, whose weekends are packed with sport.

Stacey Meaney is Flomar's Resource Allocator and works directly alongside Director Denis Finnegan as his Executive Assistant. In a business running more than 20 projects at once, she is the person who makes sure the right people, plant and vac trucks are in the right place every day.

Stacey manages personnel and plant allocations across the company and assists to coordinate the weekly resourcing meeting. There, she works with the Director, General Superintendents and Utilities Manager to match crews to conditions as priorities shift with site conditions, client requirements and program pressures. Her role underpins Flomar's ability to scale up quickly or bring in different skill sets when a project needs them.

She is also the first point of contact for much of Flomar's blue-collar workforce, from recruitment and onboarding through to day-to-day crew queries. Benjamin Kiernan

Senior Project Manager - Hunter Region

Read biography of Benjamin Kiernan

Ben Kiernan is a Chartered Professional Engineer with 13 years' experience delivering major civil and structural infrastructure across bridges, rail, highways and renewable energy. As Flomar's Senior Project Manager - Hunter Region, he leads the company's projects across the Hunter and Central Coast, including the Mitchell Line and Argenton BESS projects, and 132kV switching station sites for Ausgrid at Antiene and Sandy Creek.

His project highlights include the 2.6-kilometre, approximately $300 million viaduct on the M1 Pacific Motorway extension to Raymond Terrace, where his precast formwork solution cut 14 days from each pier cycle and brought the bridge program forward by a year. His girder access platform method earned a CICA Innovation Award.

What sets Ben apart is that his experience spans both design and construction. He has led civil design for wind farm infrastructure, including an earthworks optimisation that reduced quantities by 1.5 million cubic metres, alongside hands-on delivery of rail and tunnel works. That combination gives him a complete view of every project, from design intent through to construction on site.

Ben brings design management, construction engineering and commercial discipline to each project, and is known for resolving constructability challenges quickly and practically.

He juggles a wide portfolio with ease, yet still gets hands-on to help his team, however busy he is.
